A Resolution regulating the placement of signs on Service Agency
Property.
Whereas complaints and confusion regarding policies regarding the
placement of signs on Service Agency Property have been received by
the Board concerning the use of Real Estate, Garage Sale, non-profit
organizations, and other signage be regulated by the Service Agency.
NOW, THEREFORE, be it hereby resolved as follows:
No sign, including, without limitation, real estate sales signs,
political signs, advertising or other signs of whatsoever kind or
nature shall be allowed to be placed on any property owned by the
Stansbury Recreation Service Agency of Tooele County or the
Stansbury Greenbelt Service Agency of Tooele County, which said
properties are under the control of the “Service Agency”, without
the prior written consent of the Service Agency.

The Board shall take such action as may be necessary to ensure that
the applicable sign ordinances of Tooele County are enforced.
This guidance does not reference, no include posting of signs upon
private property.

WHEREAS, the Stansbury Service Agency is charged with owning, operating and
maintaining the Stansbury Lake, sometimes referred to as Mill Lake or Sailing Lake; and
WHEREAS, Stansbury Lake is a private lake under the authority granted by R657-16 and Title 23 Utah Code; and
WHEREAS, the use and sometimes the misuse of the lake has escalated because of the number of new homes in the area. The Board of
Directors feels it necessary to establish rules and regulations to provide for the safety and enjoyment of the residents of the park.
NOW, THEREFORE, BE IT HEREBY RESOLVED AS FOLLOWS:
Stansbury Lake is for the use of the residents of Stansbury Park and their bonafide guests. A bonafide guest is one who is
actually visiting the home of a resident, not someone given verbal or written permission to use the lake. A resident
should be available and in a position to verify a guest's status if that person is challenged for using the lake. Residents
should remind guests not to trespass on private property around the lake.
Some provisions may be made for law enforcement, scouts, handicapped groups, sailing and boating organizations and some non-profit
groups to use the lake, with permission of the Stansbury Service Agency.
The following are not permitted on the lake. Gasoline powered boats, go-carts, three or four wheel recreational vehicles and
snowmobiles. The use of electric motors is allowed but only if all requirements are met as outlined in the
Electric Motor Use Policy.
State law requires that a personal floatation device be on board for each person and that children 12 and under must wear a life jacket
at all times.
Residents of Stansbury Park are required to register their watercraft with the Stansbury Service Agency effective June 12th, 2003.
There is no cost associated with the registration. Residents may register their watercraft at the Service Agency office during
normal business hours. At the time of registration, residents will receive a sticker, which must be permanently
attached and displayed at all time on the watercraft.
Stansbury Lake is a private lake; therefore no fishing license is required for residents or their guests, however, a Utah State fishing license
is required to fish on the Millpond.
The fish in Stansbury Lake are a renewable but limited resource in that their numbers are determined by natural
propagation. Fisherman should practice catch and release as a conservation policy. Those who wish to eat
their catch should limit their bag and possession limit especially the large fish, as they are the breeding stock that insure future
populations.
No objects may be placed in or on the lake without the approval of the Stansbury Service Agency Board of Trustees. This
includes, but is not limited to, mooring buoys, trees, bushes, tires, grass clippings, leaves, cages, dog droppings, lumber
etc. This does not include docks, which are covered under the covenants of the Stansbury Park Architectural Control Committee.
Golf course ponds are under the control of the present management of the course and fall under Resolution 99-1, Exhibit A, Special
Rules number 2, which states: "The golf course ponds are strictly off limits. No fishing, no swimming and no feeding of the fowl."
The lake is unsupervised. Individuals and groups using the lake assume all risks and liabilities.

The Stansbury Service Agency Board of Trustees (SSABT) has decided to
allow the limited use of electric motors on personal watercraft on
Stansbury Lake. The trustees desire that all residents of
the lake have full access of the lake, and that electric motors
would facilitate and enhance that use. The board is also
cognizant of the potential problems that such use would create, so
it is adopting a set of rules and procedures to govern such motor
usage. The board instituted this program on a trial basis in 2003 to evaluate the impact of the program on the lake and on residents. This policy was made permanent in 2004.
The
SSABT hereby resolves that residents of Stansbury Park can use
electric motors on private watercraft on Stansbury Lake under the following conditions.
Residency:
Only the residents of Stansbury Park, or their accompanied guests,
are allowed to use the Stansbury Park Lake. This policy
applies to watercraft owned and operated by permanent residents of
Stansbury Park. Use of the lake by non-residents or of
non-resident-owned watercraft is prohibited.
Motor Size: Electric motors are limited to 30 pounds of thrust
or 1/2 horsepower, whichever is greater. Only a single
electric motor is allowed per watercraft. The presence of
any gasoline or diesel motor, operating or not is prohibited on
any watercraft on Stansbury Lake. Batteries must be secured
to the watercraft.
Operation
of motors: Operators must conform to the State of Utah
boating regulations regarding the use of motorized
watercraft. The minimum age of the operator is 16 years old
for unrestricted use, and 12 years of age in line-of-sight with an
accompanying adult. Those regulations include the presence
of lifejackets for each and everyone in the craft, the safe
operation of the craft and the use of state-approved running
lights after dark. The entire Stansbury Lake is designated a
no-wake zone for operators of motorized watercraft.
Operators of electric motors are required not to leave a
wake behind them.
Disruptive
activities: Operators of a motorized watercraft must operate
their craft in a non-disruptive manner. They are required to
abide by the noise ordinances of Tooele County, which prohibits
loud music or activities after 10:00 pm. Operators of an electric-powered watercraft are
also prohibited from operating the motor within 20 feet of any
shoreline, with the exception of launching and recovering the
watercraft.
Registration:
Operators of electric motors are required to register their
motor with the Stansbury Service Agency in advance of
operation. A fee of $5.00 will be charged to defray the cost
of registration stickers. A registration must be obtained
from the Stansbury Service Agency at its offices during normal
business hours. Applicants must also present the motor they
are registering for inspection at the time of registration.
Non-conforming motors will not be registered. After
completing an approved registration form, applicants will receive
a motor registration sticker, which must be permanently attached
and displayed at all times on the motor.
Enforcement:
Stansbury Lake is a private lake. Unauthorized use of the
lake, or unauthorized use of electric motors on the lake is
considered trespass. The Stansbury Service Agency reserves
the right to enforce trespass violation of the lake and can and
will report them to the Tooele County Sheriff's Department for
prosecution. Violations of the rules of operation of
electric motors on Stansbury Lake may result in the
revocation at any time of an individual's motor registration and
authorization to use an electric motor. The SSABT also
reserves the right to waive the motor size limit and speed rules
for enforcement purposes.
The SSABT has approved a registration form for the use of electric
motors.
The
SSABT acting in an official capacity will be the final board of
arbitration on any enforcement action for violations of the
electric motor rules. The SSABT and Stansbury Service
Agency employees are authorized to perform required enforcement
activities, including issuing warnings and citations for
violations.
The
SSABT reserves the right to make any and all changes to the
Stansbury Lake policies at any time regarding the use of electric
motors on the lake.
